Your Tabreed cooling bill from Tasleem: how to pay it and read it
Last checked
Quick answer
If Tabreed supplies your home's district cooling, your bill comes from Tasleem, Tabreed's billing subsidiary. Pay with Tasleem Quick Pay, the Tasleem app, its self-service portal, Autopay or Samsung Pay. Rasid, a separate app, can remind you before it's due.
Who bills you: Tabreed or Tasleem
Tabreed, the National Central Cooling Company, carries out billing, collection and metering for end users through its subsidiary, Tasleem Metering and Payment Collection. Tasleem holds a permit for billing services and is the point of contact for individual residential customers. Tabreed itself deals with government and commercial bulk customers (Tabreed, Customers).
In Dubai, Tabreed's customer service charter names the subsidiaries holding district cooling permits: National Central Cooling Co. PJSC, Downtown DCP LLC and Tabreed Parks Investment LLC, with Tasleem holding the billing permit (Tabreed, Customer Service Charter Dubai).
How to pay your Tasleem bill
Tasleem's payment methods are its mobile app, Autopay, Samsung Pay, Quick Pay and its self-service portal (Tasleem, FAQs):
- Quick Pay is on Tasleem's website and needs no account (Tasleem, Quick Pay).
- The Tasleem app and self-service portal are for customers with an active Tasleem account.
- Bank transfer: if you pay by electronic bank transfer, send the receipt to Tasleem so it can allocate the payment. Tasleem encourages online payment because it is allocated faster.
You can check your balance on your monthly bill, in the Tasleem app or in the online portal, where all your invoices and transactions are also kept (Tasleem, FAQs).
What's on a Tasleem bill
Tasleem's FAQ explains the invoice (Tasleem, FAQs):
- Consumption charge for the cooling your home uses, with any transaction fees listed separately.
- Capacity service charge, a fixed cost based on the size of your premises, on an invoice issued monthly or yearly depending on your billing cycle.
- Overdue amount, any unpaid balance past the due date.
- Estimated invoices are based on the average use of similar-sized units. Tasleem says its team will contact you to arrange a meter inspection.
- Price index: Tasleem may apply the consumer price index published by the Statistics Centre Abu Dhabi to its fees and charges, and will tell you of any change.
Tasleem publishes the charges for each community it bills on its website. For Reem Island, for example, it lists (Tasleem, Reem Island charges):
| Charge | Reem Island, tenant or owner |
|---|---|
| Consumption | AED 0.299 per RTh |
| Capacity | AED 81.435 per RT, charged monthly |
| Monthly billing service charge | AED 53.38 |
| Security deposit | AED 1,000 or one month's capacity charge, whichever is greater |
| New customer registration | AED 300, not refundable |
| Service suspension for non-payment | AED 1,000 |
| Reconnection outside business hours, weekends and public holidays | AED 500 |
| Meter inspection, if the meter is working | AED 100 |
Check your own community's page on Tasleem's website, or the tariff section of your Tasleem account (Tasleem, FAQs).
What capacity and consumption charges mean, and the limits Dubai's regulator sets, is in our guide: District cooling charges in Dubai, explained.
If a Tasleem bill goes unpaid
Tasleem suspends cooling when overdue bills stay unpaid. To reconnect, a registered customer pays the overdue amount and the reconnection fee. If the meter could not be reached and Tasleem had to suspend the service from outside, there is an extra AED 7,000 fee. Reconnection happens the same day during business hours, or the next business day if you pay after hours (Tasleem, FAQs).
Moving out
Apply through Tasleem's portal or app. Tenants submit a water and electricity clearance from TAQA or DEWA, or a no-objection certificate from the owner, and pay the final invoice. Tasleem refunds the security deposit within ten working days. If a tenant moves out and the unit stays empty, bills move to the owner's account until it is let again (Tasleem, FAQs).
Contacting Tasleem

Get a reminder before your Tasleem bill is due
Rasid is an app that keeps household bills and subscriptions in one place. For a Tabreed cooling bill it can:
- Track the bill. Add Tabreed or Tasleem by hand from Rasid's list of UAE providers, or connect Gmail with read-only access. Rasid then looks for the bills Tasleem emails you and reads the amount and, when the email shows it, the due date.
- Remind you before it's due. For a bill with a due date, Rasid sends a reminder three days before, at 10:00.
- Show what changed. Once Rasid has more than one Tasleem bill, the bill's screen shows recent bills side by side, the average, and how much more or less this bill is than the last.
- Send you to Tasleem to pay. If the payment link in a Tasleem email can be confirmed as Tasleem's own, the bill shows a Pay button that opens Tasleem's page. You can also mark the bill as paid.
Rasid does not pay bills. You pay Tasleem directly, through Tasleem's own channels. Rasid's Gmail access is read-only, so it cannot send, delete or change your email.
